The Criminal Department is located in Room 114 of the courthouse. When you visit in person, bring valid photo ID and be ready to complete a Request for Copies form, which is available as a fillable PDF on the clerk's website. You will need the defendant's name and the case number. Staff can help if you are not sure how to locate a case number before your visit.

Cecil County offers four ways to get criminal court records: in person, by mail, by email, and by fax. Each method has its own steps and payment rules, so pick the one that works best for you.

For in-person requests, go to the Criminal Department in Room 114 at 129 East Main Street, Elkton. Complete the Request for Copies form (download the fillable PDF from www.mdcourts.gov/clerks/cecil before you go). Bring the defendant's name and case number along with valid photo ID. Pay the required fees at the time of pickup.

Mail requests go to: Clerk of Circuit Court for Cecil County, Attn: Criminal Department, 129 East Main Street, Elkton MD 21921. Include the completed Request for Copies form, your payment by check or money order made out to the Clerk of the Circuit Court, and a self-addressed stamped envelope for the return of documents. Be sure to include the defendant's name, case number, the specific documents you need, your return address, and a phone number or email address so staff can reach you if they have questions.

Email requests go to CCcriminal@mdcourts.gov. Attach the completed Request for Copies form to your message. Payment by credit card is required for all email requests. You cannot pay by check or cash through email. Fax requests go to (410) 996-5058 using the same form, and credit card is also the only accepted payment method for fax submissions. For all request types, include the defendant's name, the case number, a list of the documents needed, a return address, and a phone number or email address.

Copy fees are $0.50 per page for regular copies. Certified copies cost $5.00 plus $0.50 per page. Payment in person is accepted by cash, check, money order, or credit card. Note that some personal checks are not accepted, so verify current payment policy with the office before your visit. Email and fax requests require credit card only.

Note: Always include the defendant's full name, case number, and a contact number in every request so staff can follow up with you if needed.

What Criminal Court Records Contain

Cecil County Circuit Court criminal records cover a wide range of case types and documents. The Circuit Court handles felonies, Grand Jury charges, State's Attorney charges, serious misdemeanors, jury trial requests, and appeals from the District Court. Each case file may include multiple document types depending on how the case progressed.

Typical documents found in a criminal case file include: indictments and charging documents, docket entries showing all court activity, plea documents such as guilty pleas or plea agreements, bond records and conditions of release, sentencing orders setting the terms of punishment, and final disposition records indicating whether the case ended in conviction, acquittal, or dismissal. Not every file will contain all of these items. Simple cases may have only a handful of documents, while complex felony cases can run to hundreds of pages.

Access is not unlimited. Juvenile records are confidential under Maryland law and are not available to the general public. Sealed cases require a court order before the clerk's office can release them. Expunged records are removed from public access entirely. If you request a record and it cannot be found, it may have been expunged or sealed rather than never filed. The clerk's staff can confirm whether a case exists but cannot always explain why access is restricted without a court order.

The free online case search tool at casesearch.courts.state.md.us provides case summaries, docket entries, and party information for Circuit Court records going back to 1998 and District Court records going back to 1989. The online system does not provide full document images but gives you enough information to identify the case before requesting paper copies.

Note: Sealed and expunged records do not appear in the online case search and cannot be released without a court order or legal authority.

Copy Fees and Payment

Cecil County Circuit Court follows the Maryland standard fee schedule for copies of court records. Regular copies cost $0.50 per page. Certified copies cost $5.00 plus an additional $0.50 per page for each page in the document. Exemplified copies, which carry the seal of the court and additional authentication, are not listed separately for Cecil County, so contact the Criminal Department at (410) 996-5373 to confirm current exemplified copy pricing before you request them.

In-person payments are accepted by cash, personal check, money order, or credit card. Email and fax requests require credit card payment only. Note that some personal checks may not be accepted, so call (410) 996-5373 or email CCcriminal@mdcourts.gov to confirm check policy before sending payment. District Court

The District Court for Cecil County handles misdemeanor cases, minor felony charges, traffic violations, and civil cases under $30,000. It is located at 170 East Main Street, Elkton, MD 21921. The main phone number is (410) 996-2700, and there is a toll-free line at 1-800-941-0408. Office hours are Monday through Friday, 8:30 a.m. to 4:30 p.m.

District Court records from 1989 onward are searchable through the Maryland Judiciary Case Search at casesearch.courts.state.md.us at no cost. The site runs around the clock. For cases that are not in the online system, or for copies of physical documents, contact the District Court directly at (410) 996-2700. District Court handles the large majority of criminal matters in Cecil County, so this is often the first place to check for misdemeanor and traffic-related criminal records.

Sheriff's Office

The Cecil County Sheriff's Office is located at 107 Chesapeake Blvd, Suite 112, Elkton, MD 21921. The main phone number is (410) 996-5500. The Warrant Division can also be reached at (410) 996-5500. The Sheriff's Office maintains arrest records, incident reports, and related law enforcement records that are separate from what is held by the Circuit Court clerk.

To request records under the Maryland Public Information Act, submit your request in writing to the Sheriff's Office at the address above. Allow up to 30 days for a response. Fees for MPIA requests vary depending on the type of record and the amount of staff time required. Not all records are available to the public. Some law enforcement records may be withheld if release would interfere with an active investigation or if they are otherwise exempt under Maryland law. Call (410) 996-5500 for guidance before submitting a formal request.

The Maryland Judiciary Case Search at casesearch.courts.state.md.us is separate from Sheriff's Office records and covers court case data only. For arrest records or incident reports that have not resulted in a filed court case, the Sheriff's Office is the right contact.

The online case search covers court proceedings. It will show you charges filed, case outcomes, and court dates. The Sheriff's Office records cover what happened before and during arrest. Both sources together give a more complete picture of a criminal matter in Cecil County.
